DOCKTOUR and Angola’s Ministry of Health have signed a landmark Memorandum of Understanding (MoU) to strengthen healthcare infrastructure, optimize supply chains, and enhance medical services across Angola.
Luanda/Abu Dhabi, August 28, 2025: DOCKTOUR, the maritime-medical joint venture between AD Ports Group and Burjeel Holdings, has entered into a strategic MoU with the Ministry of Health of the Republic of Angola. The agreement establishes a framework for broad collaboration focused on elevating healthcare delivery, developing state-of-the-art medical infrastructure, and fortifying supply chain systems throughout the country. The MoU was formalized by Dr. Benedito Hernani Da Silva Quinta, Director of Nacional dos Hospitals; Mr. Mohamed Eidha Al Menhali, Regional CEO of AD Ports Group; and Mr. Safeer Ahamed, Co-CEO of Burjeel Holdings. Following the signing, the DOCKTOUR delegation paid a courtesy visit to Her Excellency Dr. Silvia Lutucuta, Minister of Health of Angola.

The agreement paves the way for the Ministry and DOCKTOUR to collaborate on initiatives that align with Angola’s vision for a more robust healthcare system. Key areas of cooperation include logistics and supply chain management for the delivery of medical equipment, pharmaceuticals, and essential healthcare supplies, alongside the joint development and operational management of hospitals.

The partnership also seeks to harness digitalization in healthcare logistics to enhance efficiency, transparency, and accountability. Additionally, the MoU sets the stage for co-investment in mutually beneficial projects and the exploration of further opportunities within Angola and across other African markets.
